He is a native-born Guyanese citizen and held executive positions in the private and public sectors in Guyana. He immigrated to the United States of America and earned his Bachelor’s in Accounting and MBA from Adelphi University in New York, NY, and a Ph.D. in Management from Walden University in Minneapolis, Minnesota. In the USA, Dr. Shamir Ally worked in professional positions in the business world and taught at several universities for 37 years. Professor Dr. Shamir Ally loves Guyana for its natural beauty, the family and friends they have in Guyana, and the peaceful way of life Guyana has with its neighboring countries. The Extraordinary Ambassador, the Plenipotentiary of the Cooperative Republic of Guyana to Kuwait, Dr. Shamir on Guyanese relations – described excellent, strong and solid relations between Guyana and Kuwait through a long history of wonderful diplomatic relations, noting that high-level mutual visits reflect the depth of bilateral relations between the two countries, pointing to the existence of 8 agreements leading Bilateral relations between the two friendly countries.

Ally pointed out, in an exclusive interview with Al-Anbaa, that Kuwait is one of the main players in the region and is internationally known as the peace-maker, noting that it is a small nation with a big heart and its role is appreciated and praised by the international community, explaining that Kuwait on the humanitarian level plays a unique role in relief for all those in need and alleviate the pain of the afflicted and affected by conflict areas, indicating that Guyana is a country of unique investment opportunities and waiting for Kuwaiti businessmen and investors.

How do you describe Kuwaiti-Guyanese relations and the most prominent stages of their development and future prospects?

* Our relationship with Kuwait has been characterized by strength and durability through a long history of brilliant diplomatic relations that began on August 17, 1995, and since then bilateral relations have developed continuously and remarkably because they are built on solid foundations of friendship, trust and mutual respect.

High-level exchanged visits reflect the depth of bilateral relations between the two countries. On January 17, 2010, the Head of State of Guyana Dr. Bharrat Jagdeo and his team visited Kuwait. On July 19, 2010, His Highness Sheikh Dr. Nasser Al-Mohammad, when he was Prime minister, visited Guyana with a team of 10 high-ranking officials.

On January 25th, we celebrated in “Kuwait Motor Town” the 50th anniversary of the founding of the Republic of Guyana, 25th anniversary for the establishment of diplomatic relations with Kuwait and 9th anniversary of the opening of our embassy in Kuwait. This unique celebration was marked by the fact that we set a new record in the Guinness Book of Records in terms of pasting the largest number of stickers on a family car, and the total number of stickers is estimated at 41,543 stickers.

In general, our relationship with Kuwait is excellent and a promising future awaits it. Kuwait, with its potential, will find in Guyana a country of unique investment opportunities, Guyana is still waiting for Kuwaiti businessmen and investors, given its richness in natural resources and precious metals.

Tell us about the most prominent areas of bilateral cooperation between the two countries?

٭ Consultations, financial aid, and grants are among the most prominent areas of bilateral cooperation between the two countries. Kuwaiti charitable and humanitarian work is the subject of praise and appreciation of the international community and Kuwait’s white hands are visible in various parts of the world.

We have cooperation with the Kuwait Investment Authority, the Kuwait Fund for Arab Economic Development and the Kuwaiti Zakat House.

How many agreements and memoranda of understanding lead the bilateral relations between the two friendly countries?

٭ We have 8 agreements signed with Kuwait that lead bilateral relations between the two countries, bilateral consultations, joint committee for cooperation, culture and art, mutual protection for investment, trade, avoiding double taxation, air services and economic and technical cooperation, and we have a ninth agreement ready to sign with the Kuwaiti Ministry of Foreign Affairs related to mutual exemption From entry visa to holders of diplomatic and private passports.

 

What is the latest news about the emerging coronavirus in Guyana and the latest relevant statistics?

* The government and relevant authorities in Guyana are closely monitoring the situations of the new Corona virus and with serious follow-up. The Ministry of Public Health meets with a high-level COVID-19 team headed by the Prime Minister once every three days to assess the situation and update procedures, including closures, air traffic and other precautionary measures taken by the state to prevent and reduce the spread of the new Corona virus, and with regard to the latest statistics, to date we have 209 confirmed cases of corona virus, including 78 active cases, 107 recovery and 12 deaths.

How many children of the Guyanese community are here in Kuwait, and how safe do they feel here?

٭ We have 6 Guyanese in Kuwait, the Ambassador, his wife, Dr. Maryann, the First secretary of the embassy, ​​his wife, his son, and another Guyanese citizen working in Halliburton Company, and in the region in general we find that we have 87 citizens in Saudi Arabia, 16 in the UAE, 7 in Qatar, 3 in Bahrain, 2 in Egypt and one in Lebanon and another in Iran.

We all feel safe and secure in Kuwait through the wise leadership of His Highness the Amir and His Highness the Crown Prince and the efforts of His Highness the Prime Minister Sheikh Sabah Al-Khaled and the Ministers.

How do you see the measures taken by Kuwait to combat, prevent and limit the spread of the new Corona virus?

٭ Kuwait was a forerunner with a set of distinguished measures that coincided at the time in order to protect the citizen and the resident, even if the procedures were difficult but fair.

I would like to pay tribute to the efforts of the Kuwaiti government, the concerned authorities, the Minister of Health, and medical teams in the front lines to confront the virus.

What is the extent of your cooperation with your colleagues in the Kuwaiti Ministry of Foreign Affairs?

٭ From my first day in Kuwait, to find all backup and support from colleagues in the Ministry of Foreign Affairs, and they did not hesitate to overcome any obstacle facing us. In general, we are in constant and continuous contact with the Kuwaiti Ministry of Foreign Affairs.

How do you evaluate the role that Kuwait plays in terms of conflict resolution and peace, as well as its global humanitarian role?

٭ Kuwait is one of the main players in the region in terms of conflict resolution and peace, thanks to the wise leadership of His Highness. This role is appreciated and praised by the international community. Kuwait is known internationally as the peace-maker, as it is a small humanitarian nation with a big heart.

As for the humanitarian role of Kuwait, you will find that Kuwait plays a unique role in providing relief to all in need and alleviating the pain of the afflicted and affected by conflict areas.

Tell us about the most important investment opportunities in Guyana?

Guyana is a country rich in natural resources and precious metals, which are still unexploited and undiscovered, and this in itself represents a promising opportunity for the Kuwaiti investor.

The government has endeavored to provide a suitable and safe environment for successful investments, specifically in the fields of oil, gas, gold, diamonds, bauxite, manganese, agriculture, and hotel construction. We will be happy to receive the Kuwaiti investor and provide him with all the facilities he needs.

In light of the exceptional conditions, which the countries and countries of the world are going through as a result of the spread of the Corona virus, which pushed two-thirds of the population of the Earth to stay in their homes, “Al Jarida” sought the opinions of the ambassadors of the countries around the world accredited in Kuwait, regarding the measures taken by the state, to limit the spread of this virus since its first appearance in the city of Wuhan in northern China last January to this day, more than one million and 300 thousand people were infected, and more than 80,000 of them have died. The ambassadors of the world told us in the series about “Remote Meetings”, their ways of coping with this exceptional situation, in light of the curfew imposed by the government of Kuwait on its citizens and residents throughout it, and how they communicate with members of their country’s community in Kuwait … They also participated in some aspects of their private lives and how their routines differed during the “Corona time”, especially during the curfew hours, through their hobbies and activities, all the way to their dishes that they cook in their homes, after the decision to close restaurants and malls. Customs, hobbies and activities differed from one ambassador to another, but everyone appreciated the measures taken by Kuwait regarding trying to curb the spread of the epidemic.

The Ambassador Extraordinary and Plenipotentiary of the Cooperative Republic of Guyana – South America, Shamir Ally, said about the measures taken by Kuwait to curb the spread of “Corona”, that “the ideal leadership from His Highness the Amir of the Country Sheikh Sabah Al-Ahmad, His Highness the Crown Prince Sheikh Nawaf Al-Ahmad, and His Highness the Prime Minister Sheikh Sabah Al-Khaled and the Minister of Health and Ministers, with support, cooperation and respect for the rules and advice from Kuwaitis and residents, all of which helped control the virus, and Kuwait is an example to the world in this commitment.

On diplomatic working hours, in light of the partial ban, and whether he is still practicing it from the embassy or “from a distance”, Ally explains: “I start my day every day at seven in the morning from the embassy, ​​with follow-up to international news channels, especially that Kuwait advances Guyana time by 7 hours. During the long working day, I review faxes and emails from the Kuwaiti Ministry of Foreign Affairs, embassies, and Guyana.

Since he is known for his constant activity in visiting diwaniyas and in receiving friends, Shamir Ally says, commenting on this social divergence: “Of course, I miss diplomatic activities and diwaniyas, but the current situation justifies change, because health is wealth.”

On how to spend his time with his family, the Guyana ambassador concludes by saying: “Since my wife Maryann is currently in the United States, we spend a long time together through WhatsApp and Skype.”

Muslims In Guyana 1963- in a Plural Society

It is the last ten days of Ramadan 2020, and Guyana is facing two crises, an inconclusive election, and the COVID-19 pandemic, which will require resilience and sacrifices like what many of our Muslims and non-Muslims ancestors have made. In this context, I would like to reflect a bit on the history of Muslims in Guyana based on publications of the # 78 Mosque centennial celebration in the Corentyne in September 1963.

The event attracted noticeable attention from local and international stakeholders leading up to the 1964 election and independence in 1966. Dr. Cheddi Jagan, Forbes Burnham, Randolph Cheeks, civil society and religious actors, including Hindu and Christian leaders joined the event. Despite the apparent turbulence that loomed over the celebration—the British and U.S. government were busy sorting their self-interests—Guyana’s key figures attended.  However, just as divided as the nation was in the1960s, Guyana made little progress. More recent political events in Guyana have only created more fear and mistrust.

In addition, Governor-General, Sir Ralph Grey, and his wife attended; prominent business, political, and religious personalities such as Haji Ramjohn, Abdool Majeed of the Sadr Islamic Anjuman, and MoulviMohammad Ahmad Nasir joined. Guests also arrived from Pakistan, Suriname, and Trinidad.

In 1963 there were 60 mosques throughout Guyana and Muslims numbered about 60,000 (More like 50,000) of the total population according to centennial publications. Arabic and Urdu were still being taught; they were “not altogether neglected.” But there was as an issue of “ limited finances, but with “great morals and great love for Islam, our forefathers saw to it that Madrasas spring up,” the Muslim ulema told the gathering.

Haji Ramjohn (in Urdu Ramazan) who had just returned from a Haj tour of Makkah, the Middle East, and India,    “appealed to the Muslim throughout the colony for assistance and cooperation to construct a concrete Mosque to replace the wooden structure.”  This mosque has since been modified several times and in the past decade, a tall and much bigger structure has dominantly graced the upper Corentyne region.

The Ulema in presenting their research wrote, “Extensive and exhaustive research has revealed that the mosque was built in 1863 by Sohabeth Subrati, father of the late Moulvi Ibrahim, Ishmile Shahabuddin, Wajid Ally and Begum (Mrs) Khadmi, mother of Messrs. Dookie and Sankar. These people “evinced and shown keen interest in Islam and it was by their instrumentality that they have been fortunate to acquire a piece of land and built a small mosque.” Women like Begum Khadmi and others have remained silent in our narrative, but hopefully, people will start writing more about the role of women played in nurturing their families and the community.

The article cited, “Some of the pioneers workers of Islam who contributed invaluable services to our noble religion are late- Hafeez Mohammad Hayat of Enmore, Moulvi Chand Khan of Philadelphia, Essequibo Coast, Gool Mohamed Khan of Springlands, Meer Abdool Rahaman of Hapsburg, Essequibo, Mohamed Isahack of West Coast Demerara, Abdool Rahaman (Father of late Sultan Rahaman) and Karim Baksh both from Springlands, Corentyne Berbice. In addition, today, we can add many other people like Moulvi Mohammed Ahmad Nasir, Haji Ramjohn, Haji Ghulam Abbas, Haji Mohamed Ballie, Moulvi Muhammad Ibrahim Baksh, Cane Grove, Moulvi Rahamat Ally, Rahaman Baksh Gajraj, Khuda Baksh of Clonbrook, Akbar Khan of Mon Repos, and Haji Sheikh Mohammed Shakoor, Sheikh Abdool Sattaur, Dr. Barrakat- Ullah Khan, among many others whose contributions have planted Islam firmly in the everyday lives of Guyanese.

But one of the earliest periods, 1850 to the turn of the 20th century, where information is vague, is recorded a group of “Mahomedans merchants from Georgetown led by Gool Mohamad Khan, Goolam Ally, Goolam Aidin, K. H. Dharsee, Kareem Baccus, and a few others of the Mussulman faith sent a petition to the British Government to build a mosque in the capital. It did not happen; they received no money but they were able to raise the funds themselves. These were some of the early nation builders.

The Premiere of British Guiana, Dr. Jagan, in his address said, “The day is one of the great achievements for the Muslims who have played their part in all aspects of life in the country. We in the government are happy that we are able to do whatever possible to help such organizations by way of small gratitude and we hope to increase those grants.”

Indeed this was the first time that the Muslim community of British Guiana was given a grant to fund their Islamic/Urdu Schools. The Muslims had been pleading with the British Crown for over a century for education grants. It never happened. The idea was cultural suppression with the aim of conversion.   Muslim marriages were not accepted and to hold jobs like teaching and others in the public bureaucracy, people were pushed to convert. “But not the Musalman, who are keen about education, stubborn to convert an excellent debater” observers recorded in 1931.

After all, the Muslims were very represented in rebellions across the country; from the era of slavery to the 1913 Rosehall Sugar Plantation uprising involving-  Maula Bux (Baksh), Jehangir Khan, Dildar Khan, Chotey Khan, Alladi, and Amir Baksh who stood up to the injustices of servitude (Basdeo Mangru).

Political actors were sowing seeds of division in the 1960s.  Dr. Jagan tried to convince the country and the Muslim community that he was not going to “destroy religious freedom.”  He said, “Government has been accused of wanting to destroy religious freedom but the truth is that the government was only seeking to bring about equality in religion. My government will do everything possible to ensure freedom of religion for they recognized that mosques and temples are playing a great role throughout the country, “He ended, “If we can do such a wonderful job on the cricket field why can’t we have goodwill, harmony, and peace everywhere?”

Forbes Burnham then greeted the Muslim community- “Asalaam Walaah Kum, and congratulated the gathering. He said, “You have done exceedingly well.”  Burnham said that the universality of the religion attracted his attention because “it knows no race nor national barrier.” He expressed hope that all people can learn from the precepts of the Muslim religion. The “Muslims have achieved something wonderful in that they got the leaders of three political parties sitting in harmony without attacking each other. “

Forbes ended, “I hope that my grandchildren will come here to celebrate the bi-centenary. They may no doubt be a member of the Muslim faith. I hope you will go from one … to another and that you will be able to persuade all Guiana that we are all children of God and one human race.”

Randolph E. Cheeks, Member of the Legislative Assembly and Deputy leader of the United Force, on behalf of  Mr. Peter D’Aguiar, who was “in the United States on business, “left the gathering with an important message.  “I wish the message of unity, peace, and harmony would … reach every corner of the country. These are two particular qualities that have been brought out by a speaker and the unifying points can add to many advantages.”

Today, Guyana is at the crossroads again. There is a void of honest and visionary statesmanship committed to tackling the country’s crisis. What is the role of the Central Islamic Organisation of Guyana (CIOG) and Guyana Islamic Trust (GIT,) in filling this void? The Muslim leadership in Guyana can act as a platform to foster inter-communal and ethnic voices in the spirit of Islamic universality. If we can learn from the 1960s, a dark chapter in Guyana history, we should ask what is the role of the Muslim community today? What can NGOs like the CIOG, the GIT; churches, and temples offer to bridge the divide in society?

Working together and doing our best in a time of crisis

US Ambassador to Kuwait Ramadan Kareem! Just about 100 days ago, I arrived in Kuwait as the US ambassador, eager to begin our next chapter in the long partnership between our countries.
My most memorable moment from those first days was when I presented my credentials to His Highness the Amir. While we discussed many issues, our conversation focused on the strength of the enduring relationship between the United
States and Kuwait and how we will work together
to build a better future.

Only four weeks later, COVID-19 was changing everything. We have all felt its profound impact on our daily lives. With many airports and government offices closed, it affects diplomatic engagements, official visits and large gatherings.
It pushes us to employ technology in innovative ways: Virtual roundtables and webinars have become the norm. While we continue to engage frequently and work closely together, I think we all yearn to return to the time when we could
meet in person and socialize with our friends and family.

For me, the crisis means that I have not been able to experience fully Kuwait’s renowned tradition of diwaniyas or see my husband and sons other than virtually since February.
While the safety of American citizens is always my top priority, COVID-19 changed the face of our security. Americans and Kuwaitis are working together to protect each other from
both the mental and physical challenges of this invisible enemy. We worked to provide the 12,000 Kuwaiti students in the United States with information they needed about visa issues. We worked with Kuwait to organize repatriation flights to allow over 500 Americans in Kuwait to return home safely to their families. We also helped support Kuwait’s largest repatriation effort in history.

COVID-19 has highlighted the significance of global
health security and how important open, transparent
information sharing is to our global community. It is
important to me to be sure that the US Embassy is a credible
source for facts about the virus and we continue to
work to counter misinformation when we see it.

One need only look at the active diplomatic activity between the United States and Kuwait that helped OPEC reach an historic energy agreement to keep global energy markets stable and diminish the economic impact of COVID-19.

My first 100 days has proven that diplomacy never stops. As I now turn to the next 100 days and we begin to return to our new normal, I am confident that together we will build a better, stronger future. I am proud to represent the United States and I look forward to meeting as many of you as possible. Most importantly, I look forward to getting back to visiting diwaniyas and the in-person diplomacy that brings our countries and our peoples closer together.

Pres. Granger swears-in Ramjattan to perform duties of PM

President David Granger, this morning, swore-in Minister of Public Security, Khemraj Ramjattan to perform the duties of Prime Minister at the Ministry of the Presidency.

Prime Minister Moses Nagamootoo is currently overseas.

Ramjattan, Leader of the Alliance For Change (AFC), has been selected by his party to be the coalition’s Prime Ministerial Candidate for the upcoming national elections in March 2020.

However, the A Partnership for National Unity (APNU), which is led by Granger, has not accepted Ramjattan as the coalition’s Prime Ministerial Candidate.

Kuwait welcomes back Amir ( Message from the H.E. Shamir Ally, Guyana Ambassador to the State of Kuwait

KUWAIT: His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah will return to Kuwait today. He will be returning from the United States of America where he has undergone successful medical checkups. His Highness the Amir has recovered from a health setback and is ‘in a good condition now’, the state news agency reported. He was admitted for a normal medical checkup.

Meanwhile, His Highness the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah had sent a cable to His Highness the Amir, in which he congratulated him on the successful medical checkups. His Highness the Crown Prince also wished His Highness the Amir good health.

Kuwaiti Amiri Diwan Mourns Sheikha Anwar Al-Sabah

Kuwait’s Amiri Diwan and members of the ruling family mourned late hour on Friday the death of Sheikha Anwar Faisal Al-Saud Al-Sabah at the age of 70.

The official Amiri Diwan statement said the body of the late Sheikha would be buried after Saturday Asser prayer. Kuwaitis from different segments of the society offered condolences to the family of the late Sheikha, and singled out her father, Sheikh Faisal Al-Saud Al-Sabah, and his son Sheikh Mubarak Al-Sabah, who is the head of the Crown Prince’s Diwan.

Sheikha Anwar is one of the well-known women of the ruling family of Kuwait, due to her constant appearance in the media and television interviews in which she spoke about her work in public affairs, especially in the field of self-development and support.

In her lifetime, she has served as the President of the First Center for Training and Consultancy, which is partly concerned with supporting and empowering women, as well as being a member of the International Women’s Association in Washington, which represents women in the business world.

She traveled between several countries, particularly the United States, where she completed her university studies before settling in Kuwait.
